My car has different power levels based on boost. I would end up in TT3 or TT4 based on my power to weight ratio. How do I determine which class to run?

You don't "determine", you "decide" :)

Pick a power/weight ratio you can achieve with your boost level, then have that dyno'd and certified. And then don't switch boost levels anymore and have a way for the level to be verified ;)

Set maps for both and then run in whichever class has the car count for the contingencies you're interested in.
